H.E. Eng. Noora Al-Fassam

H.E. Eng. Noora Al-Fassam was appointed as Minister of Finance and Minister of State for Economic Affairs and Investments on August 25, 2024, by Amiri Decree No. 140/2024.

Her Excellency Eng. Noora Al-Fassam was the Chief Strategy Officer at Boubyan Bank, the first position of its kind approved by the Central Bank of Kuwait. She has professional experience in the financial and banking sectors, as well as 25 years of experience in investments.

Eng. Al-Fassam held positions at Kuwait Investment Authority, National Bank of Kuwait, and National Investments Company. At Boubyan Bank, she supervised the implementation of the bank’s strategic plans to meet its economic and financial goals.

H.E. Eng. Noora Al-Fassam has held numerous board memberships both locally and regionally. She has close working relationships with many senior executives in various regional and global investment banks. Eng. Al-Fassam managed private equity deals and established companies with a total value of over USD 1 billion.

Eng. Noora Al-Fassam holds a master’s degree in Business Administration from Kuwait University, as well as a bachelor’s in Industrial Engineering and Management Systems with honors from Kuwait University.
