H.E. Bader Hamed Yousef Al-Mulla
Deputy Prime Minister and Minister of Oil
H.E. Dr. Bader Al-Mulla is a lawyer by profession and has been an elected member of the Kuwaiti parliament since 2016 for three consecutive legislative terms, including the current term. On October 16, 2022, he was appointed by Emiri Decree as Deputy Prime Minister for the State of Kuwait and Minister of Oil.
In previous legislative terms, he served as a member of the Parliamentary Committee on Financial and Economic Affairs, the Parliamentary Committee on Human Resources Affairs, and the Parliamentary Committee on State Budgets and Closing Accounts Affairs, which he also chaired.
He was also a practicing attorney before the Constitutional Court, the Court of Cassation, and the Kuwait Commercial Arbitration Center.
Dr. Al-Mulla’s past roles include Assistant Professor of Civil Law at Saad Al-Abdullah Academy for Security Sciences, Faculty Member of the School of Law at Kuwait University, and Head of Investigations (A) at the Technical Office of the Department of General Investigation.
Dr. Al-Mulla holds a PhD in Civil Law, a Master of Law in Private Law, a Bachelor of Law, and a Bachelor’s Degree in Police Sciences.
